Will this help bass that's missing on laptop and phone speakers?
Only partly, and it helps most where the low end is actually reproducible. A low shelf adds most of its energy below the 110 Hz corner, and small laptop and phone speakers physically can't reproduce much below roughly 100–150 Hz, so a good part of that boost stays inaudible on those devices. You'll hear the clearest difference on headphones and earbuds. On phone speakers the beat can feel a little fuller from the upper edge of the shelf and from how we perceive bass through its harmonics, but the tool can't manufacture low end a speaker isn't able to play.
Should I bass boost before or after other edits like normalizing or fading?
